I think even more interesting than per-page widgets (e.g. weather report) would be per-post widgets (for example, Buckybase metadata about a post could be displayed right below it.)
This could enable cross-tool integration on a GUI-basis for the first time in history, and open up new possibilities for disintermediation.

A small piece to join this all together would be a microformat to identify a post in the HTML of a page. There's hAtom (for expressing roughly the same semantics as the Atom Syndication Format right in HTML), but it seems a bit overkill for this purpose.

There's been some work on one already over at microformats.org. We've collected some examples and done some brainstorming. Feel free to come join us and contribute.

But you are trying to microformat widgets and their configuration themselves, right? I'd like to microformat posts, so that per-post widgets could find them easily, but I think that would be a serious evangelization effort.
